We are looking for a senior ICT Business Analyst to work on the Enterprise Asset Management (EAM) project. The role involves analyzing current processes, roles, and workflows to develop a comprehensive EAM solution that supports various services and teams within our organization. The position requires experience in functional analysis, business process optimization, and stakeholder management.

Profile ICT Business Analyst - Functional Analyst for the Enterprise Asset Management (EAM) project:

Within our organization, multiple services and teams use various systems, Excel sheets, and local solutions to manage their assets, installations, measurement infrastructure, and operational processes. Over the years, these tools have organically grown, often independently of each other, resulting in a collection of different working methods, databases, and information carriers. This today leads to fragmentation of knowledge, additional management burden, inconsistent data quality, and an increasing dependence on manual follow-up.
Additionally, various services/teams face similar challenges: planning maintenance, managing failures, building an asset structure, following up on contractors, recording fieldwork, collecting operational data, dealing with savings, budget reductions, and unlocking it to other processes and policy assignments. The needs overlap strongly but are still too often addressed separately.
For these reasons, there is a clear need within our organization for a comprehensive Enterprise Asset Management (EAM) solution that supports all involved services and teams within a uniform approach.
Given the diversity in processes and needs among the involved services and teams (Air, Water Measurement Networks, EM/BIW, Groundwater Monitoring, Sealers, Hydrometry…), it is essential to conduct a thorough analysis for each user group separately.
These analyses must minimally map out:
the complete current process landscape per user;
all roles, responsibilities, and operational workflows;
the complete asset structure and underlying components;
needs regarding maintenance, planning, fieldwork, failure follow-up, validation, and reporting;
integration points with existing data and IT platforms;
shortcomings in the current systems and pain points in daily operations;
user-specific requirements that an EAM platform must support.

The results of these process analyses form the fundamental building blocks for the further market trajectory. They will serve as input for:
an RFI (Request for Information),
followed by an RFP (Request for Proposal) or tender process.

General:
Work is done within an Agile environment.
Performance is partly to be delivered at our office in Aalst between 8:30 AM and 5:00 PM (to be agreed upon with the leading official of the administration).
This is a contract of 120 Md. The number of days may vary and depends on the offered price and available budget.
Our organization provides the necessary licenses, software, and network access for executing the assignment. Our organization does not provide an office license. The Office 365 software can be made available by our organization, but without a license. The applicant must use their own company license. Alternatively, LibreOffice can be made available.
