Context
Digit’Eaux is the sectoral structure responsible for providing shared IT services to public water operators in Wallonia.
It designs, operates, and evolves a sectoral GIS platform based on Esri technologies (ArcGIS Pro, ArcGIS Enterprise, Utility Network, Fieldmaps, Survey123, Dashboard, etc.), PostgreSQL/PostGIS, FME Desktop & Flow, and integrates numerous business processes related to the management of drinking water and sanitation networks. Digit’Eaux must ensure the continuity and evolution of its services while supporting cooperators in their strategic projects, in a logic of mutualization, coherence, and maturity enhancement of the sector.
In order to support the realization of transformation projects as well as the evolutionary and corrective maintenance of solutions, Digit’Eaux wishes to strengthen the team with a GIS consultant. The contractor will play an expert role in the implementation of complex GIS projects and serve as a technical reference on ArcGIS Enterprise/Utility Network senior. In this capacity, they will intervene at both the strategic and operational levels to ensure the quality, performance, and sustainability of the implemented solutions.
Missions
Their missions include the following services:
ensure an expert and leadership role in the design, deployment, and optimization of complex GIS solutions while ensuring their alignment with business needs and strategic orientations;
serve as a technical reference particularly on ArcGIS Enterprise and ArcGIS Utility Network;
lead GIS projects;
propose optimization axes for processes and tools;
develop/configure ArcGIS apps (Experience Builder, JavaScript API, Field Maps, Survey123) and publish services/layers in ArcGIS Enterprise;
design/optimize FME Desktop/Flow workflows (scheduling, monitoring, recovery);
contribute to change management, user guides, and documentation for deployment and operation;
Skills
Experience:
Higher education in geomatics, geography, computer science, or equivalent (minimum Bac+4/5);
Minimum 10 years of experience in implementing complex GIS projects and architectures on the Esri ecosystem;
Skills:
Proven experience in managing complex GIS projects.
Mastery in designing application architecture for a sectoral GIS platform.
Ability to manage a portfolio of projects.
Demonstrated experience in GIS projects related to the water and/or sanitation domain (knowledge of business processes and practices of public operators) is an asset.
Advanced mastery of ArcGIS Enterprise: installation, configuration, and administration (Portal for ArcGIS, ArcGIS Server, Data Store), service publication, optimization via tiling, role management, security, high availability.
ArcGIS Enterprise Administration certification is an asset.
Mastery in enterprise geodatabase: configuration, design, distribution, loading, maintenance, versioning, archiving, and optimization of enterprise geodatabases.
ArcGIS Enterprise Geodata Management certification is an asset.
Mastery of SQL / PostgreSQL / PostGIS: solid mastery of spatial databases, operational mastery of SQL, joins/aggregations, basic spatial functions (ST_Intersects, ST_Buffer…), spatial indexes.
Proven experience in implementing ArcGIS Utility Network: complete implementation, solid knowledge of concepts (associations, rules, tracing, topology), ability to analyze functional impacts, modeling of complex networks, configuration of topological rules as well as integration with third-party systems (e.g., SAP) and business applications.
Proven experience in configuring ArcGIS Experience Builder, Survey123, Field Maps, and ArcGIS Dashboards;
Mastery of Python (ArcPy) for automating geospatial processing and/or deployments;
Mastery of FME Desktop/Flow: creation of standard workflows, complex automations, FME Flow, logs & debugging.
A FME Professional certification is an asset.
Knowledge of DevOps (Git, CI/CD, deployment on ArcGIS Enterprise);
Mastery of French;
Knowledge of technical English required;
The mission is subject to renewal based on the client's assessment.
