We are looking for an Expert Project Leader with in-depth expertise in network and telecom infrastructure. The ideal candidate has a proven track record in large-scale infrastructure and IT projects and combines deep technical insight with excellent leadership and coordination skills.

Required Experience and Knowledge

•Demonstrable experience as an expert project leader within complex infrastructure and/or development projects.

•Strongly substantiated knowledge of project management techniques (risk management, issue management, planning, reporting...).

•Proficiency in MS Project and MS Office (PowerPoint, Excel).

•Demonstrable knowledge and experience with ITIL processes.

•In-depth knowledge of project management methodologies such as Prince2 or PMBOK, preferably confirmed by certification.

•Experience in drafting specifications in accordance with the WOO (Public Procurement Act) and relevant procurement regulations.

Context & Responsibilities

As an expert project leader:

•You will guide various projects with high technical and organizational complexity in close collaboration with the program leader.

•You will be the central point of contact for internal clients and external suppliers regarding operational projects.

•You will regularly present progress, risks, and successes to various stakeholders.

•You will create detailed schedules and monitor execution until successful delivery.

•You will lead procurement procedures according to applicable legislation, including drafting WOO-compliant specifications, and strictly monitor execution.

•You will daily monitor project progress through effective management of resources, issues, and risks.

•You will escalate issues timely as necessary, provide clear explanations, and propose pragmatic solutions to problems or impending budget/timing overruns.

•You will create optimal conditions for collaboration between teams and stakeholders.

•You will coach, motivate, and guide project team members towards autonomy and ownership.

•You will ensure that project teams use the right tools, methodologies, and quality standards.

•You will work cost-consciously and consider ROI, TCO, and other financial conditions.

•You will transparently report on progress, budget, scope, and risks to program management.

•You will ensure smooth communication and seamless transfer to the operational organization.

•Relevant experience as a project leader in complex IT and infrastructure environments.

•Experience with procurement procedures for government contracts, including drafting and follow-up.

•Preferably experience with service models, SLAs, and various IT implementations (software, hardware, infrastructure).

•Experience with multiple IT project methodologies and a strong focus on change management.

•Strong problem-solving ability and ability to switch between strategic and operational levels.

•Ability to bring structure to complex situations, both at the macro level and in detail.

•Methodical, structured, quality-conscious, and accurate.

•Dynamic, driven, and comfortable in a flexible, self-managing matrix team.

•Experience with conflict resolution.

•Flexible and not deterred by evolving teams, technology, or architecture.

•Strong learning curve and able to quickly understand and further develop unfamiliar material.

•Excellent documentation skills and flawless Dutch, both orally and in writing.
