We are looking for an additional full stack developer for the project deviations SGBP & Fact sheets.
The project deviations SGBP develops a new web application that supports policy-making and determines whether Flemish water bodies will achieve good status by 2027 and when not, legally correct deviation arguments are generated. The application processes large amounts of data from various CSV files, consolidates them, and ultimately creates a snapshot. Subsequently, analyses of pressure factors, trend projections, and measures are applied, after which a decision logic according to the WFD rules determines what type of deviation must be defined. The architecture consists of a Java Spring Boot backend, a web frontend, and a PostgreSQL database, linked to Azure Files/Databricks for data processing. The result is a data-driven, complex but reproducible tool that must substantiate and report hundreds of deviations within the SGBP4 program.

The organization is responsible for the preparation of river basin management plans (SGBP). These include actions to improve the status of surface water and groundwater. The organization is also responsible for monitoring these management plans. For the preparation of the new generation of river basin management plans, additional tools are needed to develop to optimize and automate the process.The project deviations SGBP develops a new web application that supports policy-making and determines whether Flemish water bodies will achieve good status by 2027 and when not, legally correct deviation arguments are generated. You are responsible for developing solutions that meet the requirements set out in the functional analysis.
You are able to technically analyze the solution to be built.
You monitor the quality of the delivered solutions in collaboration with colleagues and end-users.
Development is done entirely according to the principle of Test Driven Development and in accordance with the standards and best practices established by the organization.
Skills & Experience
Proven experience with REST
Proven experience in the use of code versioning (e.g., Subversion or GIT)
Proven experience in the development of the based applications (5 Years, Senior)
Proven experience with/knowledge of full stack development
Proven experience with back-end programming (Java, Spring Boot, and Test Driven Development)
Proven experience with front-end development (Angular & Typescript)
Proven experience with Spring framework
Proven experience with testing: JUnit, Integration testing
Proven experience within the Flemish government (Should have)
Proven experience in leading a development team and coaching developers (Should have)
Proven experience in programming tasks can be executed very smoothly: coding, testing, and debugging (Should have)
Proven experience with Atlassian Suite (Should have)
Proven experience with JPA/Hibernate (Should have)
Proven experience with Maven (Should have)
Proven knowledge and experience of Agile development methodology, where a leading role can be taken (Should have)
Proven experience with Docker (Nice to have)
Languages
Language requirement: Dutch at European CEFR level C2.
Additional Info
Work is done in an Agile environment.
Performance can be delivered partly at the offices of the organization in Aalst between 8:30 AM and 5 PM (to be discussed).
The organization provides the necessary licenses, software, and network accesses for carrying out the assignment. The organization does not provide an office license. The Office 365 software can be made available by the organization, but without a license. The applicant must use their own business license. Alternatively, LibreOffice can be made available.
