We are looking for a functional analyst GIS to perform functional analyses for our GIS-ATO team. The role involves conducting studies on the introduction or expansion of GIS components and eliciting functional needs from various departments. The functional analyst GIS (subject of this assignment) will perform functional analyses for the GIS-ATO team.
The assignment will be ordered in parts. The first part is estimated at 30 days. Other parts will be optionally ordered.
The Department has a GIS Platform in AWS with the following components:
Within the GID network, FME Desktop is available for the department and a hybrid connection has been set up to the GIS Databases in AWS. The department also uses QGIS and ArcMap/ArcGIS Pro.
These components are used by GIS projects and in daily GIS activities throughout the department. The General Technical Support department (ATO) manages these GIS components. This request is part of a GIS Program where GIS services are provided by the GIS-ATO team for departments and teams within the department. The requested analyses should support the integration of Business projects - utilizing the GIS Platform - or provide a separate advisory that the Business can use for their internal projects.
The internal core team consists of a GIS coordinator, an IT Project Manager, an external GIS Architect, AWS Architect, AWS Project Manager, GIS Experts, and an FME Specialist. Depending on the type of profile and project, the services will be on-call or structural. Execution methods are Agile.
Conducting studies on the introduction or expansion of the GIS component in the operations of entities (both functionally and on a business level) and formulating advice to entities for improving their internal operations or projects related to GIS as well as providing executive GIS analyses in the internal operations of the Business.
Eliciting functional needs from various departments/teams of DMOW, based on the use of the DMOW GIS Platform.

Skills
Demonstrable experience as a functional analyst with small business-critical or larger non-business-critical applications.
Demonstrable experience in technical environments where the projects are situated.
Demonstrable experience with analyzing geo data and metadata.
Demonstrable experience with capturing GIS business needs and translating them into functional requirements.
Demonstrable experience with QGIS.
Demonstrable experience of requirement analysis & design concepts for OO, multi-tier, and web-enabled, and/or UML environments.
Additional Information
The analyses will have a strong focus on:Application migration: capturing and comparing the functionalities of legacy applications with the GIS Platform to facilitate a future migration.
Business integration: capturing and comparing required functionalities of the Business and the options within the GIS Platform.
Data: Stewardship, data flows, processing needs, metadata.
QGIS: use of QGIS, analysis capabilities and optimizations within the current use of the Business.
