Overview
We are looking for an experienced Program Manager to support the Gemeentehuis van de Toekomst (GvdT) program, which assists local governments in their digital transformation towards more citizen-oriented, efficient, and scalable services. The program builds on knowledge and insights from previous initiatives and collaborates closely with the VLOCA team and the broader intergovernmental ecosystem.Key Responsibilities
Develop a high-level program roadmap with clear milestones, dependencies, and decision points, translating this into a concrete planning with actions, deadlines, and responsibilities.
Prepare advice and proposals for decision-making regarding the GvdT portfolio.
Draft, monitor, and report on the available GvdT budget, including identifying deviations and advising on adjustments.
Provide periodic and structured progress reporting.
Coordinate and support the GvdT Steering Committee.
Transfer expertise and knowledge to local project teams within the GvdT portfolio (e.g., program management methodology and project control).
Skills & Experience
Proven experience in infrastructure or development projects.
Proven experience as a Program Manager, leading programs related to infrastructure or development projects.
Proven ability to use project management techniques and tools (risk management, issue management, etc.).
Proven knowledge and experience with ITIL.
Proven experience with project management methodologies (e.g., Prince2, PMBok), preferably demonstrated by certification.
Proven knowledge and experience in program management methodologies (e.g., Agile, Scrum, MSP), preferably demonstrated by certification.
