Overview
As a program manager, you are responsible for creating a program plan, achieving defined program goals, delivering defined products, and obtaining desired results through project execution. Important outcomes include interpretation and operationalization of legislation and policy, monitoring large-scale project offerings, realization & implementation of Privacy & Security guidelines, management, and effective communication with the market. Additionally, a key task is actively managing internal and external stakeholders in the roles of facilitator and interlocutor. The program manager reports to the Steering Committee (management) on the planning and progress of the program in phases, focusing on time, money, quality, and management of issues and (joint) risks.Key Responsibilities

Skills & Experience
Proven experience in infrastructure projects or development projects
Proven experience as a Program Manager, leading programs related to infrastructure projects or development projects
Proven experience with project management techniques and tools (risk management, issue management, ...)
Proven knowledge and experience with ITIL.
Proven experience with terminology, organization, roles, and processes of project management methodology (e.g. Prince2, PMBok, ...), preferably demonstrated by certification.
Ability to transfer expert knowledge on the subject
Proven knowledge and experience of a program management methodology (e.g. Agile, Scrum, MSP), preferably demonstrated by certification.
Languages
Language requirement: Fluent in Dutch at European CEFR level C2.

Proven higher education (bachelor or master)
Customer-oriented and communication-focused, preferably through demonstrable preparation/training.
Estimated hours per person: 4000
Remote work possible
Desired regime: 5 days a week
