We are looking for a Program Manager Expert for the Fine Platform, responsible for coordinating and managing projects within the Justice sector. The role involves stakeholder management, project oversight, and ensuring timely implementation of initiatives aimed at improving the efficiency of the justice system.

Description

Context of the Project

The Fine Platform has been responsible since 2017 for coordinating the organizational and digital processes of Justice. The program executes digitization projects that contribute to better enforcement of (financial) penalties and reducing the administrative workload within Justice, the police, and other partners in the (financial) criminal justice chain.

Project Objectives

The assignment of the Fine Platform includes actively initiating new projects, monitoring and managing ongoing projects, and the overall coordination of projects as a whole. The main objectives of the Fine Platform are:

•Accelerating the processing of fines;

•Reducing the workload of those involved in the criminal justice chain through a chain approach;

•Digitizing information processing;

•Improving the financial execution of penalties;

•Enhancing service delivery to the public.

In the context of the digitization of Justice, there is also a significant challenge to improve communication to the citizen and clarify it. Justice is, after all, a service provider to the citizen and society; accessibility of this service is necessary to increase citizens' trust in Justice and ensure better legitimacy of Justice and its societal role.

Project Subject

Project Recidivism Database.
The program manager is responsible for the follow-up of the project with all stakeholders (FOD Mobility, Public Prosecution Service, FOD Justice, police) to ensure that the project is fully implemented by the legal deadline. They create a total overview and follow up on it. They also lead the operational working group for the implementation of the Cross-border Directive that still needs to be established. They are responsible on the ground for achieving optimal results that meet the specifications (or the description of needs) in terms of quality, performance, budget, and deadlines.

Required Qualifications and Skills

•Experience: Minimum of 7 years for an expert profile

•Education: A master's degree in a relevant field

•At least 10 years of experience in project management

•C1 in French - must be fluent in French and have good knowledge of Dutch

•Project management methodologies - (PRINCE2, AGILE) analytical and management control

•Experience working within a government service is a must-have

Skills/Competencies:

•Result-oriented Program Manager with strong expertise in steering complex, multidisciplinary programs within a government environment. You combine strategic insight with sharp analytical skills.

•Strong in stakeholder management, negotiating, and creating alignment between technical teams, business, and management. You provide clarity and coaching to the team and remove obstacles so that teams can perform.

•Excellent communication skills both verbally and in writing. You communicate well with various stakeholders and also take their interests and needs into account in this communication. As a program manager, you also lead the team and ensure smooth information flow within your team at the Fine Platform as well as with other teams at various stakeholders such as the police, the Public Prosecution Service, and FOD Mobility. You also manage communication to management and ensure clear reporting on the status of the project and potential risks that could jeopardize the implementation of the Cross-border Directive by the legal deadline.

•You are able to create a clear roadmap and monitor whether this roadmap is being followed. You also succeed in aligning this roadmap with partners and ensuring agreement with their roadmap so that they are coordinated. Furthermore, you are able to explain the project to internal and external parties in understandable language, making the translation between business and IT.
