We are looking for a freelancer to take on the role of Program Planner & PMO Media Facilities.
We are building a new chapter in our history: the VRT house, a future-oriented building where journalism, creativity, technology, and the public come together. In addition to the construction of the new house, we are realizing a completely new generation of media facilities (TV studios, radio studios, control rooms, editorial floors, editing and post-production spaces, specialized media IT infrastructure, etc.).
Within this complex and strategic program, 14 project managers, technology teams, integrators, and operational stakeholders work closely together. You will be at the heart of this collaboration.
As Program Planner & PMO Media Facilities, you are responsible for the integrated planning, capacity management, and budget monitoring of the entire Media Facilities program within the VRT house.
You develop and monitor the master planning across all sub-projects, continuously coordinating with project and program managers, and integrating all dependencies with the construction project. During execution, you track progress, adjust where necessary, ensure coordination between the various parties, and provide transparent reporting.
Additionally, you build a coherent detailed plan for migrations, testing, training, and commissioning, ensuring that the transition to the new VRT house is safe, timely, and operationally feasible. You do this in collaboration with the Operations Directorate. You also monitor the program budget, consolidate the financial status of the sub-projects, and support program managers in decision-making and governance.

You will receive a full-time contract for a freelance assignment through an intermediary, guaranteed for at least 2 years (from now until Q1 2028). In mutual agreement, extensions and rate adjustments are possible (max. 2 times extendable and rate adjustments according to the applicable Agoria index).

You have experience with integrated program planning.
You work in a structured, process-oriented manner and build clear reports and dashboards.
You have financial insight and can monitor and consolidate budgets.
You are pragmatic, solution-oriented, and hands-on during execution.
You feel at home at the intersection of construction, technology, and media production.
You think ahead, foresee risks, and communicate clearly and diplomatically, both in English and Dutch.
You enjoy collaborating with project managers, program managers, technical teams, and construction partners.
You are proactive, stress-resistant, and combine a helicopter view with detail precision.
You can take on this role from now until Q1 2028.

What you'll do

- Aantoonbare ervaring met ICT projectwerking conform de toepasselijke methodologie, het ondersteunen van projectleiders, het maken van projectoffertes, e.d.m.
- Aantoonbare kennis van project management tools
