As a program manager, you are ultimately responsible for setting up and expanding programs with multiple projects.
You establish program objectives and ensure they are delivered with quality, within budget and on time. You have a cross-program perspective, can reconcile conflicting visions and interests, and identify opportunities and risks and act accordingly.
The external employee works from their own laptop with virtual access to the environments of Digital Flanders.
Indexing during the term of this request is possible, after at least 1 year, according to the guidelines of Digital Flanders and with prior coordination on this.
You establish program objectives and ensure they are delivered with quality, within budget and on time. You have a cross-program perspective, can reconcile conflicting visions and interests, and identify opportunities and risks and act accordingly.
Key Responsibilities:
You create a vision, strategy, and business case for the program that develops and operates the product and service offerings.
You align your program with other agency programs from a transversal cross-program perspective.
You actively seek co-financing resources and partnerships for the program.
You build a network to serve the program.
You inform, sensitize, and convince stakeholders.
You report to the executive committee.
You determine the program guidelines and promote them both within and outside the program.
You anticipate potential tensions arising from desired functionalities from different user groups and the evolving system architecture.
You translate the strategy into quality and performance indicators for the program and steer the program according to the goals.
You ensure that resources are used effectively and efficiently to achieve program goals.
You guide the product owners, managing content, budget, and priorities.
You ensure that project teams have the necessary resources, tools, and procedures available to develop the program goals.
You manage knowledge within the program, ensuring that staff in your program can build sufficient and accurate knowledge.
You ensure high quality in the entirety of products within the program, coherence, and consistency.
You embody the agency's vision externally.
Skills & Experience:
Proven experience in infrastructure projects or development projects.
Proven experience as a Program Manager, leading programs related to infrastructure projects or development projects.
Proven experience in handling project management techniques and tools (risk management, issue management, etc.).
Proven knowledge and experience with ITIL.
Proven experience with terminology, organization, roles, and processes of project management methodologies (e.g., Prince2, PMBok), preferably demonstrated by certification.
Proven knowledge and experience with a program management methodology (e.g., Agile, Scrum, MSP), preferably demonstrated by certification.
Languages:
Language requirement: Fluent in Dutch at European CEFR level C2.

What you'll do
- Je maakt een visie, strategie en business case voor het programma dat de producten en dienstenaanbod uitbouwt en exploiteert
- Je brengt je programma in lijn met de andere programma's van het Agentschap vanuit een transversale programmaoverschrijdende insteek
- Je gaat actief op zoek naar co-financieringsmiddelen en partnerships voor het programma
- Je bouwt aan een netwerk ten dienste van het programma
- Je informeert, sensibiliseert en overtuigd stakeholders
- Je rapporteert aan het directiecomité
- Je bepaalt hierbij de programmarichtlijnen en draagt deze uit, zowel binnen als buiten het programma
- Je anticipeert op potentiële spanningsvelden die voortvloeien uit de gewenste functionaliteiten vanuit verschillende gebruikersgroepen en de evoluerende systeemarchitectuur
- Je vertaalt de strategie naar kwaliteits- en performantieindicatoren voor het programma en stuurt het programma in functie van de doelen
- Je bewaakt dat de middelen effectief en efficiënt worden ingezet voor het bereiken van de programmadoelen
- Je stuurt de product owners aan, je stuurt zowel inhoudelijk, budgettair en op prioriteiten bij
- Je zorgt dat de projectteams de vereiste middelen, tools en procedures ter beschikking hebben om de programmadoelen te kunnen uitwerken
- Je zorgt voor kennisbeheer in het programma, je zorgt ervoor dat de medewerkers in je programma voldoende en juiste kennis kunnen opbouwen
- Je zorgt voor een hoge kwaliteit in het geheel van producten binnen het programma, de samenhang en coherentie
- Je verpersoonlijkt de visie van het Agentschap naar buiten toe
What we're looking for
- Aantoonbare ervaring in infrastructuurprojecten of ontwikkelingsprojecten
- Aantoonbare ervaring als Programmamanager, het leiden van Programma's mbt infrastructuurprojecten of ontwikkelingsprojecten
- Aantoonbare ervaring met projectbeheerstechnieken en tools kunnen hanteren (risicobeheer, issuebeheer, …)
- Aantoonbare kennis en ervaring met ITIL
- Aantoonbare ervaring met terminologie, organisatie, rollen en processen van de PM methodologie (bv.Prince2, PMBok, …), bij voorkeur aangetoond door certificatie
- Aantoonbare kennis en ervaring van een programmamanagement methodologie (bv. Agile, Scrum, MSP), bij voorkeur aangetoond door certificatie
