About the mission

We are looking for a Senior Project Manager to oversee various judicial projects within our organization. The role involves coordinating application developments and ensuring effective communication among teams.

Read the full description
The Federal Judicial Police (DGJ) is looking for a project manager to work on various judicial projects within the police information and ICT means department (DRI). The Federal Judicial Police is a specialized police force primarily responsible for combating organized crime in all its forms. It conducts complex investigations at a supralocal level. It provides support and expertise to the entire Integrated Police as well as its national and international partners.

Biometrics today plays an essential role in managing research, identity verification, and identification. By allowing the exploitation of unique physical characteristics, such as fingerprints or facial features, it helps improve the reliability of searches, reduce the risks of identification errors, and enhance the efficiency of operational processes. The evolution of biometric technologies also offers better comparison, analysis, and automation capabilities, while meeting the growing demands for security and data quality.

In this context, the ABIS (Automated Biometric Identification System) program aims to modernize the organization's biometric capabilities by replacing the current fingerprint capture and management system. This new solution will not only improve the performance and quality of fingerprint-related processes but also introduce or strengthen facial biometrics functionalities. With more advanced comparison mechanisms and a centralized and scalable platform, ABIS will contribute to increasing the accuracy of biometric searches, facilitating the identification of individuals, and supporting the organization's future identity management needs.

Mission Context

As part of the modernization of biometric capabilities and identity data management, the Administration is responsible for developing, integrating, and operating a set of IT applications for the benefit of the Integrated Police units (GPI). This includes:
a "platform" for managing and operating a national digital photo library;
applications for fingerprint and facial expertise provided by an external supplier (ABIS public contract);
interfaces with existing Integrated Police systems;
support for the migration of biometric and photographic data.
In this context, the Administration wishes to recruit a Senior Project Manager responsible for coordinating internal and external application developments, supervising the development teams involved in these projects, and assisting the Program Manager in the overall management of the program. There is also a need to ensure operational coordination and monitoring of the work and deliverables produced by the external supplier responsible for providing a solution for fingerprint and facial expertise. This entire mission must be carried out in close collaboration with the technical architects designated by the Administration and in accordance with the architectural principles, technical standards, and technological orientations defined by them.

Function

The project manager acts as the main coordinator of the program's application developments. He is responsible for planning, organizing, monitoring, and coordinating the activities carried out by the various teams involved in the development, integration, and production of the solutions. He ensures the coherence of the work carried out by internal teams and external suppliers (in accordance with the special specifications and his offer), monitors technical and functional dependencies (in consultation with a functional project manager designated by the Administration). He also provides direct support to the Program Manager in governance, coordination, and management activities of the program within the framework of his mission.

He is notably responsible for:
Monitoring developments related to the management platform for photo images associated with biometric data.
Organizing and coordinating the activities of application development teams, supervising projects related to the management and operation of the platform.
Ensuring the interoperability of different solutions, particularly in terms of managing investigations, judicial files, and international reporting.
Ensuring smooth communication between the various teams involved.
In his role of coordination with the external supplier, notably:
Ensuring the operational interface with fingerprint and facial expertise solutions.
Coordinating development and industrialization activities.
Implementing periodic reporting for various stakeholders and management.
In consultation with the supplier, consolidating the schedules of internal teams and external suppliers, monitoring milestones and deadlines, identifying impacts related to delays or dependencies between projects, producing indicators and dashboards for monitoring.
Working closely with the technical architects of the organization.
Ensuring compliance with the architectural standards defined by the organization.
Ensuring, in collaboration with the functional project manager, the overall coherence of the solutions implemented.
Contributing, in collaboration with management, to the establishment of quality processes and acceptance of the public market of the program.

You demonstrate leadership, are able to unite different stakeholders (technical, management, and clients) and quickly build a network. You show empathy but can also be firm when necessary. You can adapt your management style according to the people, their character, and their sometimes heterogeneous profiles. You are also able to assess the skills and capabilities of your team members to assign the right tasks to the right person.

You can manage priorities to achieve objectives within the deadlines, and adapt them when necessary in case of unforeseen events or difficulties not known during initial estimates.

You master English, as well as one of the two national languages. Active knowledge of one national language and passive knowledge (at a minimum) of the other is a real asset.

Knowledge of the Police environment, and more specifically the Federal Judicial Police, is an important advantage.
