We are looking for a confirmed Scrum Master to join our team. The role involves facilitating Agile processes, providing technical assistance, and ensuring effective collaboration between teams. The ideal candidate will have extensive experience in software development environments and a strong understanding of DevOps practices.
Description (English)
Overview
Since 2017, the fines platform has been responsible for coordinating the organizational and digital processes of Justice. This program conducts digitization projects that contribute to better enforcement of monetary penalties and reduce the administrative workload of Justice, police, and other partners in the criminal chain (financial).The mission of the fines platform encompasses the active launch of new projects, monitoring and managing ongoing projects, as well as the overall coordination of projects. The main objectives of the fines platform are as follows:
•accelerate the processing of fines;
•reduce the workload of actors in the criminal chain by adopting a chain approach;
•digitize information processing;
•improve the financial enforcement of penalties;
•enhance public service.
Key Responsibilities
A. Process Support and Agile Coaching
•Facilitate all Scrum events for both teams: sprint planning, daily stand-up, sprint review, retrospective, and backlog refinement
•Ensure coaching of teams in self-organization, transparency, and continuous improvement
•Ensure the Definition of Ready and Definition of Done and contribute to their active evolution
•Identify and eliminate obstacles, particularly organizational blockers outside the team
B. Technical Assistance and DevOps
•Ensure the functioning of the CI/CD pipeline in collaboration with the DevOps team and identify issues (build failure rates, execution time, deployment frequency)
•Participate in monitoring quality gates: code coverage, static code analysis (e.g., SonarQube), security scans, success rates of automated tests
•Promote DevOps practices: trunk-based development, infrastructure-as-code, automated testing, observability
•Understand and contribute to monitoring technical debt as an explicit backlog category
•Be able to follow substantive discussions on architectural and technical design without taking on the role of architect or lead developer
C. Functional and Technical Analysis — Liaison Role
•Facilitate collaboration between functional analysts and developers, especially during the phase between requirements and realization
•Ensure that user stories have been sufficiently technically analyzed and estimated before being integrated into a sprint
•Participate in monitoring the impact of non-functional requirements (performance, security, GDPR, accessibility) on planning
•Translate technical jargon into business language for the Product Owner and stakeholders
D. Metrics, Reporting, and Transparency
•Track and report key indicators by team:
•Velocity and velocity stability (predictability)
•Sprint goal success rate and commitment reliability
•Lead time and cycle time per user story
•Defect leakage (production bugs versus test bugs) and escape rate
•Code coverage, technical debt, ratio of bugs/features/tech debt in the backlog
•Deployment frequency, change failure rate, mean time to recovery (DORA metrics)
•Write a sprint report and a quarterly report for management and stakeholders
•Monitor data quality for backlog management (Jira)
E. Risk Management and Governance
•Timely report risks to management regarding planning, quality, capacity, and dependencies
•Meet internal control and audit expectations by contributing to the traceability of decisions, code, and tests
•Contribute to compliance with information security, GDPR, and internal IT policies
Skills & Experience
A. Education and Experience
•Master's or bachelor's degree in an ICT field or equivalent through experience
•Minimum of 5 years of relevant experience, including at least 3 years as a Scrum Master in a software development environment
•Demonstrable experience in simultaneously coaching multiple teams
•Experience in a DevOps environment with CI/CD, automated testing, and cloud or hybrid infrastructure
•Experience in setting up and interpreting Agile metrics and reporting them to management
B. Certifications (required or a plus)
•Required: Professional Scrum Master (PSM I) or Certified Scrum Master (CSM)
•Plus: PSM II, SAFe Scrum Master/Advanced Scrum Master, Kanban Management Professional
•Plus: ITIL Foundation, DevOps-related certification
C. Technical Knowledge
•Good understanding of modern software development: version control (Git), branching strategies, code review practices
•Practical knowledge of CI/CD tooling (e.g., Azure DevOps, GitLab CI, Jenkins) and quality gate tooling (e.g., SonarQube)
•Understanding of APIs, microservices, containers (Docker/Kubernetes) at a conceptual level
•Proficient in using Jira/Azure Boards, including setting up dashboards and queries
•Basic knowledge of technical analysis, data modeling, and test automation
D. Competencies
