Strategist (ICT Expert)
Responsible for further concretization of the strategic vision of OmgevingOS, aligning with policy objectives and translating the concept into an accepted roadmap. Supports decision-making at management and executive levels and ensures coherence among various building blocks, stakeholders, and program objectives.
The objective of the assignment is to translate the vision and concept into a feasible program. Specifically, this includes the development of architecture and building blocks, project definitions (with owner, management, hosting, and operational costs), and a sourcing and procurement plan to ultimately create a phased roadmap. The assignment also includes the development of the composition and mandates of the program steering group and the establishment of agreements on consultation and knowledge sharing forums.

Skills
Demonstrable experience with scenario thinking and policy considerations (preferred and alternative scenarios)
Demonstrable experience with digital platform strategies (not just IT strategy)
Demonstrable experience in drafting strategic roadmaps within the public sector/government context
Demonstrable experience with the technology in question or a similar technology
Demonstrable experience with ecosystem thinking (multiple entities, shared foundations)
Demonstrable experience in reporting to management committee/policy level
Higher education (Master or Bachelor) with a technical/engineering background or equivalent experience with ICT technology for which expertise is requested
Demonstrable experience with business cases and budgetary support at a strategic level
